First thing to check would be the coolant level. Make sure it's topped off. Check the antifreeze to make sure it isn't too "dirty" looking (should be pinkish, not muddy colored). That would help determine if maybe the heater core is plugged. After that, it could be a problem with the mixer door not moving all the way when you call for heat, not quite sure how you'd troubleshoot that, as I don't recall if it's vacuum actuated or electrical.
