yeah the new NY state inspection process is BS. Its nothing but headaches for shops and vehicle owners alike. We're failing almost every other vehicle at my shop all for stupid reasons just like you described, computer hasn't run all its test yet or something dumb. meanwhile you should see all the things you have to do to get the vehicle to pass all its tests. When we hook up our scan tool it tells you the parameters for the computer to run the tests and let me tell you most drivers in an everyday situation do not drive the way the vehicle needs to be driven to run its tests.
