So you are not getting 5v on one of the wires? you should have a ground, a 5v power and a signal wire.

I would attach your voltmeter's (-) to the battery (-) and probe the connector with the three wires and see if you get anything. (Don't disconnect anything) backprobe the connector with the (+). You can use a pin or a paperclip to get in there.

You should have a 5v on one, 3.6v on another (with the key on engine off) and a very small amount of voltage on the last 0.1v.

Try these checks and get back.
