OBD stands for OnBoard Diagnostics. In 1996 cars were switched over to a new version of the OBD (OBD2) in order to reduce emissions.

92-95=OBD1
96+=OBD2

OBD2 was also split into two sections, OBD2a and OBD2b. The split occured in 98-99ish, I can't remember off the top of my head.
