YES I BUY CARS AT THE CAR SALES ALL THE TIME LIKE THIS . IT CALLED TITLE ATTACHTED , BUT I DONT PAY UNTIL THEY CALL FROM THE AUTO AUCTION WITH THE MONEY. A BILL OF SALE AND NOTERY WOULD BE SAFE.
