Hi Sarah....

Having water inside *sealed* beam headlights oughta be your first clue. Water and electriciy get together and all kind of wierd stuff can happen. Me, myself and I would start by replacing the headlights... and since you plan on getting the high zoot H4's, save your money and get a set of regular halogen replacements.... a lot of those claims on the box are just ad-speak since by law (USDOT) US headlights are limited to a maximum wattage. It's the quality of the lens that has the greatest influence on how well a headlight functions. I would also check the connectors for the headlights; clean 'em good by squirting the contacts with some PB Blaster or WD40. If this doesn't improve your lighting, then there may be other problems to be addressed.
