The buckles shoould face so that the button to release the seat belt is away from the person sitting in the seat. As far as snapping the seat back, I assume you are talking about the bottom of the seat. Lift the front up, push it in as much as it can go back and then push the seat down. There is a mechanism that locks the back seat down. It's in the middle. Make sure there is nothing obstructing it and you should hear it lock in. Hope this helps.
