Further, I'm worried that if these bolts are in the block and so hard that I can't drill in, what if I finally get an easy out in there break it off when I'm trying to pull it out?
Suggestions for getting it out?

How many rpm does your drill have. Mine got 1250 rpm I took a small bit to make a pilot hole and moved up 2 bit sizes at a time until it was thin enough to pry inward with a small screwdriver and peel out with needle nose. Didnt even have to retread the hole. I was not going to spend 600.bucks for new intake and 600 to install.
