I did some checking for you and as far as I can tell, code 1641 when referring to the primary fuel pump circuit, is OBDII for Ford engines, specifically EEC-V emissions control system.
1641 for GM OBDII referrs to the MIL (Malfunction Indicator Lamp) Control Circuit.
