I just had the same problem with a 1994 Transport Se 3.1L ... I just bought it and it turned out that contact switches for the on and off function had melted in the steering column and that it created this problem. I had the them replaced by a self-employed mechanic (try an industrial park sector) with used parts and it works fine so far ... Cost was 80$ Canadian including labor and parts.
