There might be power to the starter, but the question is "is there enough power going to the starter"

The first thing that I would do is remove the cables and clean them up, along with all the metal that they contact with.
Then try starting the truck.

If it doesn't work it's either the cables it's self or the starter.

If possible run it into a electric shop to get them to test it all out for you. The parts add up fast if you replace every thing that doesn't need it. And yes I've seen even seasoned back yard mechanics do just that.

If it's the starter let us know, and we'll tell you how to replace it yourself.
It's about a 1 hour job but some shops will actually pull the motor to do it. I understand that the books say to pull the motor.
