Broken Bolt - Easy out advice

I had a problem earlier this week with my fan belt falling off constantly. Upon inspection I found the two supporting bolts for the power steering pump that mount into the block had broken off plush with the block, so I won't be ale to vice grip them out.

I've been working to get an easy out in there by drilling in with a carbine tipped bit and a 1/2HP electric drill, but it's like drilling into titanium. I havn't made any headway and I'm not sure what to do now?

Further, I'm worried that if these bolts are in the block and so hard that I can't drill in, what if I finally get an easy out in there break it off when I'm trying to pull it out?

Suggestions for getting it out?
