I'm not going to give you the best way, because there is no such thing... there are alot of opinions. the easy way would be to bolt in a KB blower or some other blower.
But I can give you little things that will help you get you on your way to 400hp. I prefer to use power that is already there to begin with, instead of wasting it. There is alot of power to regain from swapping to lighter weight parts. Also, you DON'T need a blower, NO2, Turbo or strip the car to get into the mid to low 13's with the GT.
