Replacing A/C Compressor

My '97 Blazer has an A/C leak in the compressor - requiring a replacement. I've found a reman compressor w/ 1yr warranty for ~ $189 from a local parts house.
1. Can I change the compressor myself (as there is no R-134a charge due to the leak) or does it need to be taken to a certified shop?
2. After the compressor is replaced, will the A/C system need to be evacuated prior to adding the 134a charge?
