How can I make the Horn Pad stay put ?

My '93 Metro (1 L / 3 cyl ) has a horn pad - the pad you push
in to toot the horn - that pops out whenever I turn the wheel
more than 90 degrees (as when making a 180 while backing).
Sometimes it just falls off while driving.

I have to whack the pad back on each time this happens.
If I do it sharply enough, the horn doesn't sound.
Pain in the ass!

The pad is held in by four pegs with fluted ends that are
supposed to spread out after passing thru four holes in the
steering wheel.

Those pegs are old and the plastic is not springy anymore.

I have not seen any of them in parts yards either.

I don't want to put something like Silicone Caulking or glue
on the pegs since I can't control where it goes or what it does
when I put the pad back on the wheel.

Any ideas?

BTW - I went to an American Car junk yard and bought a
nice LOUD American horn and replaced the little Walt Disney
"Toot Toot" Geo horn. Now people pay attention when I
honk at them! I am thinking of adding a SECOND higher pitch
one to it....
