Not so much rare as more unique. It had the "bigger" cam that helped it produce 215 hp, it had the slower 870 ECM, which was used in 1985 only and only in the TPI engines in the Corvette, Camaro and Firebirds.
There were less ofthem made in 85 becausethey were not avialable till much later in the model year than normal (normally the 85's would be avialable in sept-oct 1984) and GM couldn't produce the IROC's fast enough due to under-estimating the number they would sell that year so, they didn't have enough parts stocked.
