Join forces with your local SCCA organization. Maybe try and setup a clean up the streets program or something. Some of those guys in the SCCA have good ties with the local government and powers that be. Publicise an event, get people interested and it's usually free just to spectate an event. We only have drag, auto-x and the local dirt circle track (not my cup o tea), so if you have a road course it is a good spectator friendly place to get people interested in spending more time at the track.
Hill climbs and rally-x work pretty good if you are in that type of area.
