There is a plastic rod (for lack of a better description) that runs from the key cylinder down to the switch. Because of the tilt column, there is a joint halfway down. It broke. It's a royal PITA to change that rod. It's 100 times easier to change the whole column. I got my replacement column from a get it yourself junkyard for $45. You'll (most likely) use your old steering wheel, clockspring, lockout solenoid, and key cylinder. I got lucky and the car I pulled mine from had the keys in it, so I was able to pull the cylinder out easily.
To make sure it's the rod, remove the knee bolster and cross bar from underneath the column, and remove the switch. Turn the key back and forth and see if you can look up into the column to see if the rod is moving back and forth.
