Did his bumper actually fall off?

DO NOT TAKE MONEY FROM THE FATHER IN EXCHANGE FOR DROPPING CHARGES. He is taking advantage of you because you are young and upset at the moment, and probably don't have a clue what to do next. Also, have you discussed this with your parents? If you are both underage your parents need to sort things out. Do not go head to head with the father, take it to court and explain what happened, and include how he gave you the OK to drop someone off and come back. Make sure you also tell them how the father tried to get $$ out of you in exchange for dropping charges. To me that reeks of extortion.

Also your parents (if you are under 18) need to ask the father to present 3 WRITTEN estimates from a qualified body shop and one from the insurance company. Sorry but if you damaged only a rear bumper the most it should cost is around $250-300...IF you caused even that much damage.

It is better to go thru insurance/courts and be out of a few extra bucks for a few years than to try to reason with a greedy parent. The father can always try to keep making life miserable whereas insurance compnay/court decisions are final.

If you or your parents have any questions or worries you should consult an attorney in your area. DO NOT SIGN any paperwork or give any recorded statements without doing so.
