The check engine light (MIL) does not go on with key on, engine off as it should. I grounded terminal 1E at the ECM to make sure the MIL bulb and wiring to it were OK. The MIL did go on. Per shop manual this means either the ECM is bad or the connection is bad. I've played around with the connector but still no MIL. BTW, the car won't start and there is no spark. I tested (w/ volt meter) all the other ECM terminals with the ignition on and found a few inputs and outputs out of spec. Could a faulty input device cause the ECM to fail? Should I just buy a new/used ECM? I opened up the ECM and none of the components look fried or cracked.

Leading up to this point I had intermittent no start problems and now it wont start at all.

This car is pre OBDII.
