Use an acrylic paint (enamels and lacquers take too long to cure...sometimes not at all depending on the tire's chemical makeup). Use either Tamiya flat white or Testor's Acryl white primer. I also add some smoke or semigloss black to the mix as no painted tire stencils are pure white...Michelin's modern F1 tire decals however, are.
