Unhappy 1996 Riviera Will Not Shift Out of Drive

Have a 1996 Riviera that will not shift out of drive on occasion. Took it in for service two weeks ago where the repairman disassembled the steering column, but only found a disconnected brake cable. He replaced it. Shortly thereafter, it would not shift out of drive again, but corrected itself. It happened again today. Called AAA whose tech jiggled the transmission linkage under the hood while I attempted to shift into park, which worked. During these incidents, the steering wheel is noticeably loose. Most other times it is fairly tight. Why would a steering column loosen and tighten at will? The repairman said everything looked okay and there was nothing else in the column to tighten. How does this affect my ability to shift out of drive? Is replacement of the steering column my best and only option? This has become a safety issue. I appreciate any advice you can provide.
