He's asking about building the block, not fuel management or boost levels.

For sleeving and boring, you're going to have to take it to a machine shop; they have the proper machines to do that. For putting the parts (rods, pistons, crank, etc) in the block, get a service manual. It will tell you how to put it together. But I do agree, check out homemadeturbo.com for more info.
