nope and nope. Using/Adjusting the TV cable can/will cause severe damage to the trans. That cable is used for setting line pressure off idle and not for shift points.

Shorter rear end gears will cause a significant loss of low end torque and speed/power.

The governor (in the trans) sets the shift points in the 700r4 transmission. you can add/remove/change the springs in order to change the shift points. stiffer springs delay the shifts, lighter springs make it shift quicker. Also removing (one or both of the) springs will make it shift quicker. It may have popped out, or someone may have removed/lost it.

the governor is behind a rounded cover on the driver side rear of the transmission. it is the rounded cover at the rearmost of the transmission. the cover pops out by prying it with a screwdriver. Easy install. go here http://transmissionhead.com/ and look at part #43.
