first the fenders and hood need to come off. The windshield needs to be pulled, and the spot welds around the edge of the cowl need to be drilled out. Do this by only drilling through the top layer, leaving the bottom intact so you will have something to weld to when you put it back together. I seem to remember a company having a special tool to split the cowl with but I cant remember where I saw it. Once the cowl is split. remove the rusted metal and put in the patch panel. Be sure to prime and paint! Replace the top of the cowl being sure its in the right spot. btw, Be careful not to force the cowl open, you might bend it making the job harder.
