Yeah, that's a good general way, but keep in mind those ratings (one Tire Racks site for example) are 100% based off of people who run them, not the manufactures or Tire Rack themselves. I did one for the Kumho 711's on there, and I gave them a very low rating, I didn't factor price into that, because a crappy is a crappy tire, cheap price isn't going to make me like it any more. I guess I value a tire's ability as the highest factor for me, and price somewhere towards the bottom. No I won't just spend any price on a tire (hell, I shop around for the best prices) but I do value it's handling capabilities and rain capabilities and safety worthyness pretty high over price.
