The transmission range sensor will not cause the needle not to line up. There are bushings that go around the shift tube on the steering column that will wear out causing a sloppy shifter and the needle to be off. Also there is a small adjusting wheel under the steering column you can use to line up the needle. As far as shifting out of park, look closely at the brake switch and connector. Ford has a bad problem of these burning and not making contact. If that checks OK, while you are doing the shift tube, there is a brake interlock solenoid on top of the steering column also. This may cause the problem, but I have not seen many fail. The worn bushings may be the problem. Also check the shift tube for any cracks. If you find a crack, it needs replaced. Good luck.
