That would most likely be tremendously hard. Unless a dohc head was made for the L28 (unlikely), then you're going to need a custom head. That is to say, you must design and manufacture the head yourself. Considering heads are made to very specific measurements and materials, this would be prohibitively expensive and hard.
The only real chance you have (if you do want to keep that L28 block) is to try and find some I6 head (perhaps from another manufacturer) that would have the same bore and cylinder spacing, and even then its a long shot that it would work.
