Toyota Fraud??

Iv'e been having problems with the idle on the Sienna, usually in the morning it will idle very low, about 200rpm, if you accelarate in neutral and let go it will shut off, after a while you can tell that something kicks in and it goes back to normal. I took it to Toyota and they replaced the ISC. I took the car back and it still has the problem. Since I'm a skeptic when it comes to servicing my cars, I wanted to take a closer look and see for myself what they did, my problem is that I don't know whatt the AIC looks like so I took some pictures and I'm hoping someone can help me out here.

Could that black thing be the ISC, if so, it's dirty and has dust all over it, it doesn't look like a new part. Toyota charged me over $500.00 for labor and parts, I was able to get to this part in 5 minutes and they charged me 2 hours of labor.

I would also like to know what the yellow markings signify on the screws. If they are original markings from the day I bought the van, and this is in fact the AIC that they say they "replaced" then this is fraud.

Help me out here, is this the ISC?
