1) its not removable on the 2200's. Unless you feel like buying a whole new Valve cover. That mechanic is looking for another way to pay for his crack smoking addition.

2) That wrench is between the fuel filter its self and the black "quick-release" tab. Its not holding onto anything, but its acting as a way for leverage. Use opposing end of the wrench and angel it away like your trying to release the tab. Its an internal connection so if you break the tabs your sorta screwed.
