I can't speak for everyone, but my fan doesn't kick on til it's a fair amount past normal operating temp. These motors are built with tolerances, it's not like they have to operate at one specific temperature. If that needle dips into the red, you're in trouble, but pushing 3/4 on the gauge is fine as the fan should kick in around then.
