Angry Speeding ticket

I am upset about a speeding ticket that I got! I guess we all are. The roads in our city are very hilly and it is almost impossible to keep your car at a steady speed. I had climbed a hill and started down it. My 1979 Concord car picked up 10 mph extra in about 8 seconds time (my foot was not touching the gas pedal I am coasting) and as I started to realize my speed I began to break. About that time I see a police car hid behind the trees on the side of the road. He already had me clocked and knew that I was only speeding for maybe 15 seconds, but he gave me a ticket anyway and said that he had given out a lot of tickets that day. I think this is poor on the part of the police department. They are not tiring to catch hot rodders If they were they would be watching the cars as they climb the hill and not as they go down. Would any one have any comments about this?
