Okay, I just replaced this in my wife's car which is a 99 Sephia. The VSS is under the air filter. Remove the entire air filter assembly and look under it for a two-wire harness plugged into the sensor. The front suspension makes it tight to remove the 10 mm bolt holding it in place but there is just enough room for clearance.

The bad thing, a day or two later, it began flashing check engine again so right now its in the shop with the only Kia certified mechanic in town who say its likely in the wiring. I wish you better luck and hope the 40 dollar part fixes yours.
