It could be SOOO many things at this point. Start by baselining everything. Turn your mixture screw all the way in (don't tighten, just seat) and then out 2.5 turns. Set timing as close as you can and triple check all of your vac lines. Also, make sure that your plug wires are in the right sequence. If you haven't get rid of the gas that was in it and replace with fresh. Make sure that your base gasket is sealing properly as well. Spray water around it and see if the RPMs go up. If so, you have a leak.
