I would get those other parts no matter what. Adjustable cable, quadrant and firewall adjuster, it just makes things easier and operate smoother.

As far as the fork only moving so far, is the fork bent, what T/O bearing are you using. Inspect the stud that the fork slides into, also make sure its well greased with white lithium grease.
