I don't know if by this time you have solved your problem, but it looks more likely like a short in one of the cables involved in this particular circuit. That makes the fuse burn. If you get the Haynes Repair Manual at any auto part store for your car go to the electrical chapter and they will tell you how to diagnose a short.
