the swap is easy, but i dont know about a site that has that information readily available. try to do a search on srtforums.com, one or 2 guys there have base model neons with sartie powerplants. or get ahold of darrel cox racing. he builds top notch neons. he can give you directions.
overall, though, the install is cake. the motor is the same external block, so everything bolts together nicely. the computer is in the same place, so it plugs in nicely. if you want to keep your auto tranny though, you will have to keep your stock computer and get a fuel/air controller or piggy back computer to control everything.
