I have checked every wiring diagram I can find on the Grand Prix and cannot find a circuit breaker anywhere in the circuits you mentioned except one for the power windows. It sounds like there is a relay or circuit breaker tripping in the system somewhere and then resetting itself. You may want to check you fuse block and see if a fuse has been replace with a breaker or relay. I really can't find any other reason that this would be happening unless one of the grounds is loose and then is making contact and the click you hear is the transfer of voltage. Good Luck!
