2000 park brake problem

My park brake has trouble holding the vehicle.
I purchased new shoes and installed them. They did not help enough.
I noticed the left rear park brake drum was worn but was unable to measure.
My cable was fully adjusted, (factory? ) I have not adjusted it.
I was thinking of pulling the rear disc/drum and having it measured. checking the rear shoes again. The shoes were expensive...I would like to try to keep cost down if possible.

Any other Ideas here. Or steps I should follow in the replacement of the rear brakes.

Is anyone else having problems with the rear park brake?

any help and thoughts are greatly appreciated.
