Your car always operate in vacuum, meaning it'll suck in as much air as I can. When you boost, you are giving the car more air than it can take in normally. You are basically force feeding the car with more air. That extra air over 0 atmospheric pressure is boost. I hope my explanation is simple enough to understand.

I can't show you how 9 PSI (pounds per square inch) feels like. Ever feel the air coming out of a leaf blower? Sort of like that.
