A blown FP fuse does indicate a failing pump motor, but I think the problem may lie elsewhere. From your description it sounds like both pumps are working, but the high presure pump (at the wheel) floods the engine when used. Normally the car wouldn't run at all with only the lift pump (tank) working. A flooding Digifant system is a sign that the ECM has been fried by a disconnected ground wire. The only other thing may be a coolant temp sensor stuck in a very cold reading.
