The valves move, and if I spray starting fluid into the intake it tries to start.

The valves may not be opening and closing at all now, or it slipped a few teeth, so they are out of sequence. If you have someone else turn it over, can you look in the oil fill and see the valves lifters moving up and down? If the valves are moving, the chain would still be connected, but it still may have slipped causing the timing to be off.
