Same boost levels depend upon the turbo and other factors, but the biggest by far is the turbo. I can assure you that running 10 psi with a T25 would be a disaster waiting to happen without lowering the compression. However, running 10 psi with a GT3037 would probably be just fine.

Why? Because of the efficiencies of the turbos in that range. I highly suggest reading Mike Kojima's Suck, Squish, Bang, Blow series. Turbocharging doesn't have to be difficult and mysterious, but you do need to do your homework.
