Were you abler to get the broken bolt out, or is the housing missing a bolt?
Also are you sure all the old gasket is off? Make sure you de-grease the area with a spray can of brake cleaner.
Otherwise, the block area where the pump sits may be warped. It is possible to use a brand new 12 inch flat mill file and run it over the engine block just where the pump sits. It's easy to see the 'high spots' or where the warps are. You can use the file to remove these spots so the pump sits flat.
Then try substantial amount of RTV sealer.
Now this is not the gasket sealer, but the all-purpose automotive silicone. This stuff sets up like rubber and can seal quite large gaps. Make sure you let it dry a full 24 hours before filling the system.
Finally I have used large amounts of radiator stop-leak as a last resort. Often it works, but should only be sued if you cannot fix the problem properly.
