I just fixed this problem yesterday, 99 concorde lxi, blower stays on high. the problem here was the resistor on the bottom of the blower box.if you look directly uner the center of the glove compartment, close to the firewall you will see two wires that feed it(one is a 2 wire other is a 3 wire I think) two 8mm screws hold it in. it a solid piece about 2" by 4" dealer cost is about $100. got this one at a junk yard for $25. works perfect know hope this helps.
