99% chance of it being the pump. I have a 2000 Gran Marquis, pump went out at 70K on the clock. Jumper the relay connections under the hood and listen for the pump, if you dont hear it, dont go any further, get a replacement pump. Go to Autozone for it, they are the least expensive, and you dont need to get the whole asembly, just the pump. One more word of advice, if you do it yourself, there is an electronic device on the passenger top part of the tank, it is the pressure sensor to detect if the cap is in place. Be careful when dropping the tank, its connected to the same harness as the pump, and they break real easy!
