Molding Fiberglass lip to a urethene bumper

So I'm planning on getting a body kit put on pretty soon, I've asked around for prices and so far I got quoted $600 for the following:

Molding front lip (Made of fiberglass) to my urethene front bumper.
Filling in the side markers
Filling in license plate holes
Preping for paint
PAINTING JOB NOT INCLUDED

The reason for the price was that he said it's harder to mold a fiberglass lip to a urethene bumper. He said he would need to use a special material to first mold the lip onto the bumper than it has to sit and dry for 48 hours and then he would fiberglass over that. Is this really the case or is it just bs?
