You definately have a direct short to ground. You'll have to root it by process of elimination. Maybe as simple as bad switch since the dash is out.

One problem I did find on my '87 when I had a similar problem with the A/c fuse blowing randomly and coincidently the auto level not functioning properly was when I pulled the fuse panel out, the connectors where melted together. So what would happen was if the blower fan was on, everything was fine until the auto level compressor activated and sent double the current to the blower circuit.
