Ford never made a 89-90 Turbo, it was 84-85 1.6.
The stock fuel system really can not support any boost at all, maybe up to 3-4psi before the stock MAF/injectors hit 100%.

A custom chip starts at about $300, and goes up to $800 for a "do it your self" programible kind. You'll need a larger MAF and injectors. The stock pump is fine to 250+ hp.

If you have a 97 or older you can run a cheap FMU to get you started, but 6-7psi is the most that it can reallly support.

Raising your compression with the use of a turbo is not a good idea, you'd have to buy your gas from a airport and pull a ton of ignition timing, making power less efficiently.

A stand alone system is well over $1000.
