You should be able to get at the idler pully with a ratchet or if it has the triangular hole in it, use anything that will fit in there to take tension off. You really need to come on to it to get enough slack to install the new belt.

I was used to seeing the other type tentioner that you pull up.
I see how the idler pully rotates downward with a 15mm ratchet..
